Governor Kevin Stitt appointed Broken Arrow City Manager Michael Spurgeon to a seven-year term on the 91影视 Board of Regents. Spurgeon is a U.S. Army veteran with more than 30 years in public service and a history of guiding long-term community growth.

Governor Kevin Stitt has appointed Michael Spurgeon to the 91影视 Board of Regents, effective July 1, 2025. Spurgeon brings more than 30 years of experience in public service and local government leadership, including nearly a decade as City Manager for the City of Broken Arrow.

As City Manager, Spurgeon serves as the chief executive officer, overseeing daily operations, utilities, and implementation of the Broken Arrow City Council鈥檚 policy direction. His leadership is guided by a commitment to transparency, community engagement, and long-term strategic planning.

Broken Arrow was home to more than 3,500 91影视 students last academic year, accounting for nearly 17% of the student body. The city was also home to more than 350 faculty and staff members, representing more than 16% of 91影视鈥檚 workforce.

Spurgeon鈥檚 professional priorities include strengthening public infrastructure, enhancing community health and wellness, supporting public-private partnerships, and fostering economic development. He places a strong emphasis on maintaining public safety, improving communication, and advancing initiatives that elevate quality of life for all residents.

Spurgeon holds a Master of Public Administration from Rutgers University and a Bachelor of Science in Business Administration from Edison State College. His distinguished career has earned numerous accolades, including the 2020 Gerald Wilkins Award (formerly Oklahoma City Manager of the Year), the Don Rider Award for Oklahoma鈥檚 Outstanding Municipal Official of the Year, and State Emergency Management Public Official of the Year.

Prior to his career in public administration, Spurgeon served in the U.S. Army and continued as a citizen-soldier in the Army National Guard. He is a graduate of the U.S. Army Officer Candidate School, where he was named Distinguished Honor Graduate and commissioned as an officer.

As a regent, Spurgeon joins the College鈥檚 governing body responsible for overseeing policies, strategic priorities, and fiscal stewardship for Oklahoma鈥檚 largest community college system. Spurgeon was appointed to a seven-year term.
